I don't know about others but I'm used to access page manager via Navigation right-click.
In editing mode we now get the Menu Options when clicking the Nav, which is rarely needed once a site is set up, so Page Manager would be the better choice as default action in my opinion.
What do you think?

So, currently the context menu has the following links:

  • Edit
  • Manage Sections
  • Rename / Details
  • Revision History

Should we just add a link to the Page Manager on the bottom of that?

Yes, I think this would be appropriate.
But my inital concern was if bringing up Menu Options when clicking the navigation while in editing mode is reasonable, because Menu dephth and type is nothing we change frequently.

Ah, I understand now. Yeah, I don't thing the Menu Options should display while in editing mode. I believe it's fixed on the dev branch
